The purpose of the Sheltering Section is to to help County Animal Response Teams (CART) develop Evacuation Animal Shelters and Rescue Animal Shelters before, during, and after a disaster. An essential aspect of fitting into the system is your ability to establish open communication with all other organizations with which you might need to coordinate in a disaster.
